As HEA’s project manager in charge, Mr. Markus manages multiple field projects and clients throughout the southeast. Throughout his career he has diverse construction management experience in grading, road bed construction, structural building pad construction, retention/bio retention pond construction, and multiple commercial and residential projects. Mr. Markus also has years of experience operating heavy equipment including vacuum trucks, excavators, front end loaders, etc. His project management has included installing erosion/sediment control measures, UST removals and closures, UST/AST tank cleaning, oil-water separator maintenance, monitoring well installation/abandonment/repair, and soil/water sampling.

Mr. Locklear is responsible for environmental project management, with particular emphasis on environmental site assessments and risk assessments for residential, commercial, industrial or federal properties. Provide budgetary estimates, project management, and oversight to various clients for environmental oriented projects. Business development and customer management is Mr. Locklear’s primary responsibility company wide. He has a proven ability to apply innovative technologies to address compliance and technical issues for government agencies, municipalities, commercial, and industrial clients. Mr. Locklear manages permitting, grants, and federal contract vehicles as well as community outreach and development via the Brownfields Program, and other grant-funded community involvement.

He has experience in federal government contracting as well as public contracting.
